It is for people who want to explore more of the ocean without getting tired. To charge it, when you are at the ocean you attach it to your arm with the elastic and it has a sensor on the bottom of the slipper while on a run. After you go on your run you put them on, turn it on and go swimming. It then uses fans to propel you forwards.
